Defeat Exol @ 784 33 -887
Go straight until you reach the cyan Pokeball in the floor, then turn left.
Defeat Fein @ 763 28 -973
Exit the room Exol was in and keep going straight until you reach the end of the next room, then keep turning left until you get to Fein.
Defeat Willie @ 792 28 -979
Go to the right side of the room and walk to the end until you come across an open door (804 28 -971). Enter the room and go through the painting on the right to get to Willie.
Defeat Hordel @ 738 54 -951
Go back out the way you came from and turn right at the cyan Pokeball in the floor. You will reach another cyan Pokeball in the floor, from here turn right and climb up the ventilation system.
Defeat Charlie Boi @ 738 28 -944
Exit the way you came through the ventilation system and go back down. Charlie is straight ahead.
Defeat Rocket Executive @ 663 25 -917
Enter the construction zone behind Charlie Boi and complete the maze.

Exit the way you came from, through the maze. Back at the cyan Pokeball in the floor, enter the room with the sign that says “FACTORY” overhead, go through the banners and keep going straight until you get to the end of the hall. Go through the broken window then keep turning left at every corner until you reach Cipher.
After defeating Cipher, you are done with the quest and will receive the following rewards:
